 rtificates must appear in person at the hearing if application is proteste

 HEY NEED TO APPEAR.\n\n\n\n\nIMPORTANT: Any carrier or carrier's represent
 ative desiring to appear at a public hearing in opposition to an applicati
 on seeking motor carrier authority\, or amendment to existing authority\, 
 must notify the applicant and the DPS of his intentions to appear at the h
 earing to protest the application. Such notification shall be made by lett
 er or fax dispatched so as to reach the applicant and the DPS at least fif
