Job Duties and Responsibilities:
Directs the accounting and financial operations of a unit or department. Recommends and implements accounting policies and procedures. Directs subordinate supervisors and staff.

1. Analyzes financial statistics and other accounting data

2. Coordinates auditing operations with departmental accounting, budgetary, administrative support, and programmatic function to support the department's mission

3. Develops and directs a comprehensive accounting program which integrates Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards, Generally Accepted Governmental Auditing Standards (GAGAS), statutory accounting requirements, and departmental fiscal policies and procedures.

4. Directs operational analyses of accounting systems, subsystems and/or procedures

5. Interviews, hires, directs, trains, evaluates the performance of, and when necessary, disciplines and discharges accounting/financial employees

6. Manages human resources and directs administrative activities for accounting/financial employees

7. Plans and directs in-depth financial audits and investigations

8. Provides professional guidance and assistance in the solution of complex accounting and financial problems

9. Represents the financial interests of the State in accounting-related interactions/negotiations with other parties, such as banks, vendors and external auditors


Technical Competencies:

1. Knowledge of the maintenance of accounting and financial records

2. Ability to supervise in the preparation of financial documents in the implementation of procedures

3. Ability to analyze administrative and technical problems and formulate improvements or solutions

4. Knowledge of generally accepted accounting principles and practices

5. Knowledge of the principles, practices, methods and techniques of governmental accounting

Minimum Qualifications:
Completion of a bachelor’s degree in business administration, accounting, finance, or a closely related field AND Three years of professional level experience in accounting and/or a closely related fiscal activity, one of which must have been in a supervisory, administrative or lead worker role.

Preferred Qualifications:

  • One year of payroll experience
  • 3 years of supervision of AP or 3 years of AP experience
