Salary Range - $66,821.60 - $95,459.43 - $116,937.80

The Georgia Department of Public Safety (DPS) oversees the day-to-day operation of the Georgia State Patrol (GSP), Capitol Police and the Motor Carrier Compliance Division (MCCD). We currently have a challenging and rewarding opportunity for a Procurement Director.

The Procurement Director will be responsible for directing all procurement activities for the department and serving as the Agency Procurement Officer (APO). The position will also oversee the department’s Excess Property Unit, which supports Georgia’s state and local law enforcement agencies through the procurement of excess federal property. The Excess Property program works with a number of federal government offices to maximize support state and local law enforcement across Georgia through the management of the 1033 and 1122 Procurement programs. This position reports to the agency’s Chief Financial Officer.

Key responsibilities:

  • Supervises staff in performing responsibilities related to the management of procurement activities.
  • Oversees the recruitment and hiring of procurement staff with appropriate knowledge, skills and abilities to achieve established goals.
  • Develops, implements and communicates sourcing strategies, procurement objectives and related procedures, and manages them across the department.
  • Serves as the central point of contact for customers and vendors on procurement activities.
  • Works with staff, customer and vendor satisfaction manager to resolve vendor protests and/or customer complaints in a timely manner.
  • Interprets and ensures compliance with applicable laws, rules, regulations, policies, procedures and ethical standards for assigned staff.
  • Reviews day-to-day practices on an on-going basis to identify possible areas for improved effectiveness and efficiency. Identifies, adopts and implements best practices in the field of procurement.
  • Identifies issues of non-compliance with established administrative rules and, when areas of non-compliance are found, determine the appropriate course of action needed to correct the non-compliance, document the action plan, and detail the corrective action(s) taken and potential solutions.
  • Identifies and attends appropriate professional development opportunities related to the procurement field.
  • Analyzes the department’s current and forecasted purchases to identify supplies, materials, equipment and services which must be sourced through the competitive bidding process.
  • Understands, applies, and complies with the Georgia Procurement Manual and other applicable state or federal procurement rules and regulations.
  • Maintains all necessary departmental procurement records.
  • Performs an annual self-audit and spend analysis report on a quarterly basis.

Minimum Qualifications:

Bachelor's degree in business or public administration or a related field from an accredited college or university AND Eight years of experience in purchasing/contracts or procurement sourcing, Three years of which as a manager OR Three years of experience at the lower level Manager 2, Purchasing/Inventory (FEM051) or position equivalent.

Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

Preferred Qualifications:

§  Experience as a state of Georgia Agency Procurement Officer (APO)

§  Current certifications in GCPA (Georgia Certified Purchasing Associate), GCPCA (Georgia Certified Purchasing Card Administrator), and GCPM  (Georgia Certified Purchasing Manager).

§  Four years of experience using Peoplesoft/Team Georgia

§  Experience with RFP’s, RFQ’s and RFQC’s

§  Knowledge of the state P-card program.
